Tolland County is a county located in the northeastern part of the U.S. state of Connecticut. As of 2000, the population was 136,364. The 2004 population estimate was 146,667. Counties in Connecticut have no governmental function: all legal power is vested in state and town governments. Tolland County has the same boundaries as the Tolland Judicial District. Tolland County is incorporated into thirteen towns and was originally formed in 1785 from towns in Windham County . According to the United States Census, 2000, the county has a total area of 417 sq mi (1,080 km²). 410 sq mi (1,062 km²) of it is land and 7 sq mi (18 km²) is water. The total area is 1.66% water.
